Sinceher formation, Bolivia has not fared well in terms of her foreign policy,suffering many painful losses. A border conflict with Chile led to the‘Saltpetre War’ (1879 – 1883), where Bolivia lost despite an alliance withPeru, and ended with the nation being forced to cede the coastal province ofAntofagasta, losing its access to the sea. Later, In 1903, Brazil and Boliviasigned the Treaty of Petróplis, ceding the important rubber producing provinceAcre to Brazil.

ConsideringBolivia's status as instigator of the war in the disputed territory, thepunishment was severe: the Chaco to the east of the Parapeti river , north ofthe Pilcomayo and east of the Andes was to be ceded to Paraguay in its entiretyand in perpetuity; its oil wealth forever in foreign hands. In addition, warreparations were imposed by Paraguay on the already devastated nation, and assuch Bolivia's government put itself in a deeply chaotic situation, of which itcannot easily detach itself.

Whilethe economy is already a complete disaster for Bolivia, the troubles don’t stopthere. It’s army, devastated by the Chaco war, is a shell of it former self andlacks not only equipment but also willing recruits and a great lack ofofficers, killed in the fighting. The Airforce was fully destroyed during thedefence of the Pilcomayo line and as such Bolivia has no airforce in ‘36. Theroute to restoring a capable fighting force will be a painful one as thechaotic economy is in no way capable to finance a large expansion of the armywithout foreign assistance.

Aswe have said before, Chile is a syndicalist republic in Kaiserreich. MarmadukeGrove, who was in England and involved himself in the events of the Revolution,is the current chairman, who is the President of the former republic all but inname. This pattern spreads along the military and other areas of the state; aunique and somewhat heterodox system, even if nominally, and for the world atlarge, its an orthodox Syndicalist state.
