In this case, foreigners are not native Chinese. They are people born elsewhere. In particular I am interested in corresponding with other adults in English on various topics. There may be Chinese who speak English and are thus interested. I am limited in my Chinese and so prefer to communicate in English. Perhaps I am in the wrong forum and should look elsewhere, as most of the posts here on Baidu are in Chinese; fair enough, this is China after all.
